CSWAC agreed with Mr. McDouall's proposed new approach see (2) of (22), and he will doubtless pursue this line. ? No
further action.
(e) Kaifong (Residents') Associations.
Mr. McDouall agreed to produce a detailed account of the growth and functions of these associations for CSWAC, etc. This was received today and is now being copied for circula- tion; this file should therefore be re-circulated for further action when the present action is completed.
? The compliment to Mr. McDouall in (4) of (22) should be embodied in the despatch to the Governor.
